By-Laws: LACONI Circulation Services Section (CSS)

Article I: Name

  • The name of this organization shall be LACONI CSS (Library Administrators Conference of Northern Illinois Circulation Services Section).

Article II: Purpose

  • The Circulation Services Section will promote continuing education and professional development through topics of interest and current trends.
  • Networking will allow the sharing of experiences, discussion of problems and consideration of solutions.

Article III: Membership

Section One:

  • Membership in LACONI is by institution.

·         Circulation Services Section Members and their staff may attend meetings of the Circulation Services Section or of any LACONI section.

Section Two:

  • The geographic area served by LACONI includes the following library systems: Chicago Public Library and RAILS.

Section Three:

  • Fees for membership are set by the LACONI Administrators section.
  • No pro-rated memberships are allowed.

Article IV: Programs & Meetings

Section One:

  • Programs are scheduled four times a year in spring, summer, fall and winter.
  • These dates will be set by the LACONI Circulation Services Section Advisory Board.

Section Two:

  • Meetings of the Advisory Board will be called by the President as deemed necessary.

Article V: Officers

Section One:

  • The officers of the Circulation Services Section will be President, Vice-President/President Elect, Secretary, Treasurer, and Past President.

Section Two:

  • The term of office for the President is one year commencing at the end of the spring meeting.
  • The term of office for the Vice-President/President Elect is one year commencing at the end of the spring meeting.
  • The term of office for the Secretary is two years, commencing at the end of the spring meeting of odd numbered years.
  • The term of office for Treasurer is two years, commencing at the end of the spring meeting of even numbered years.
  • The term of office for Past President is one year, commencing at the end of the spring meeting.

Section Three:

  • No officer except the Treasurer may serve two consecutive terms.

Article VI: Duties of Officers

Section One:

President:

  • Acts as a liaison to the LACONI Administrators Section.
  • Chairs the Advisory Board.
  • Works with the Advisory Board to develop programs.
  • Presides at the business meeting of the LACONI-CSS programs.
  • Serves on the Nomination and Election Committee.
  • Serves as Past President at the end of term.

Section Two:

Vice-President/President Elect:

  • Serves on the Advisory Board.
  • Chairs theAdvisory Board in the absence of the President.
  • Presides at the Program portion of the LACONI -CSS meeting.
  • Serves on the Nomination and Election Committee.
  • At the end of term, becomes President of LACONI Circulation Services Section.

Section Three:

Secretary:

  • Records minutes of business meetings.
  • Prepares registration information for programs.
  • Keeps membership list.
  • Handles correspondence.
  • Serves on and records actions of the Advisory Board.
  • Serves on Nomination and Election Committee.
  • Prepares reports upon request.

Section Four:

Treasurer:

  • Prepares Treasurer’s Report.
  • Handles financial transactions.
  • Process registrations for programs, program fees, and sends confirmations.
  • Prepares attendance list for program.
  • Serves on the Advisory Board.
  • Serves on Nomination and Election Committee.

Section Five:

Past President

  • Serves on the Advisory Board.
  •  Serves as the historian/archivist.
  • Collects and processes program evaluations.
  • Serves on Program Planning Committee.

Article VII: Advisory Board

Section One:

Membership:

  • The Advisory Board of the LACONI Circulation Services Section will consist of the President, Vice-President/President Elect, Secretary, Treasurer and the Past President plus members at large of the Chicago Public and RAILS systems.

Section: Two

Voting:

  • A simple majority of the members of the Advisory Board constitutes a quorum.
  • Approval of actions and decisions requires a simple majority vote of the quorum.

Section Three

Attendance:

  • Advisory Board meetings are open meetings.
  • If any member of the Advisory Board fails to attend meetings and fails to communicate with the Board or Membership, the Board may request the member to resign.

Section Four

Committees

  • Nomination and Election Committee.
  • By-Laws Committee.
  • Others as needed.

Any member of the Advisory Board may serve on a committee.

Article VIII: Elections

Section One:

Candidates

Candidates for office must be elected from members of the LACONI Circulation Services Section.


Section Two:

Ballots:

  • The Nomination slate will be announced at the business portion of the spring meeting.
  • The election will be held at the spring meeting.
  • The results will be announced at the spring business meeting.

Section Three:

Board Vacancy:

  • In case of a Board vacancy, the President may or may not appoint a replacement to fill the remainder of the term, subject to Board approval.

Article IX: Voting

  • Each member Library of the LACONI Circulation Services Section will have one vote on questions brought to the membership meeting by the Advisory Board.
  • Elections of officers, By-Law amendments, or any other procedural question requiring a membership vote will be decided by majority vote.

Article X: Finances

Section One:

Banking:

  • The monies of the LACONI Circulation Services Section are deposited in a bank convenient for the Treasurer.

Section Two:

Treasurer’s Responsibility:

  • The Treasurer will issue payment, collect registration fees and membership funds in accordance with the decisions of the Advisory Board and be available to assist the Advisory Board with the annual audit.

Section Three:

Audit:

  • The books are to be audited annually in the spring by an impartial third party.
  • The Audit Report will be presented at the next Advisory Board Meeting.

Article XI: Adoption and Agreement

  • The By-laws Committee will perform annual reviews of the By-laws.
  • Recommendations will be brought to the Advisory Board. Proposed amendments to the By-laws must be submitted in writing to the Advisory Board for consideration and discussion.
  • The Advisory Board will vote on any proposal and present their results to the membership at the spring meeting.
